Nuclear Weapon Zero by United Nations Parliamentary Assembly
The elimination of nuclear weapons cannot be achieved without setting tangible milestones first. In a world governed by realities of unilateralism, members of the nuclear club remain defiantly unwilling to disarm in the interest of advancing an unconditional world peace. Is it possible to situate world federal government on premises of nuclear disarmament? A world security apparatus based on denying the possibility of nuclear rearmament cannot escape the outright lack of supranational enforcement to make “nuclear weapon zero” possible. The United Nations Security Council is inseparably synonymous with the Nuclear Club. Therefore, how can the United Nations incentivize the Nuclear Club to disarm when the Security Council itself exists as a separate supranational government within a broader supranational authority?
There are no true checks & balances in the United Nations similar to those existing between the executive, judicial, & legislative branches as seen in United States federal government. For decades, the working relationship between the supranational authority of the General Assembly & Security Council resembles a separated albeit bifurcated civil union to maintain the illusion of world order. Perhaps the General Assembly & Security Council can be replaced by a United Nations Parliament forged on the premise of denying the possibility of nuclear war by an unconditional commitment to the eradication of atomic weapons?
The United Nations Parliamentary Assembly exemplifies direct democracy between nations. What protections can such a supranational body have against influences from multinational lobbyists working for their own national interests relative to their origin? Nuclear disarmament can be a catalyst for United Nations reform by allowing a third supranational body like a Parliamentary Assembly to initiate checks & balances between the General Assembly & the Security Council with the long-term objective of absorbing each into one supranational parliamentary body. A reality where intraorganizational rivalry at the supranational level is replaced by genuine bottom-up reform designed to deny nuclear world war.
Yet, does such a basic proposition suffice to meet such lofty supranational goals in a near future?
